CL Light Cruiser transport

Hey i just started playing, and im wondering about transporting capabilities of CL New Orleans, there is "empty cargo slot" in ability bar, but i cannot put any unit onto ship. Can anyone explain this ability of cruiser?

I suppose this "empty slot" is for a reconnaissance hydroplane.

Don't mix up the "CL Light Cruiser," which does not have this capability, with the "CA New Orleans" cruiser, which does:
