Can Campaign difficulty level be changed?

Can Campaign difficulty level be changed?

I know that the difficulty level can be changed/set at the start of an individual scenario, but can the same be done for a campaign??? Am in the middle of Winter War campaign which is at level 2 and am finding it a bit too easy to chew through the Russian units/ defenses!
