Vyborg 44 Finns supply question

I sent my Russian down the road at the start of turn 1 (below) and he discovered the Finns supply state is low (yellow dots) before any shots have been fired.
I thought their supply might improve later but no, I carried on playing for another 20 turns but it stayed yellow dotted all over the map (bottom pic) and I don't know why.
Call me a softie but I can't bring myself to play against a weakened AI army whose bellies are rumbling for lack of reindeer burgers..

Probably some balancing thing (if not by error).

But you can easily increase the enemy's supply output if you're up for more of a challenge
(Don't know if the author's still around?)

As nobody moves, I allowed to add of the provisioning so that this scenario becomes playable :

Well done, but designers should make sure their scenarios worked properly in the first place before releasing them to the community..
