I'm not sure how it works in the latter scenarios, but, I've seen similar results. Once, at the start of the very first scenario of the '44 campaign (Korsun Pocket), I received a new SE Panther unit. In its very first combat action, it received a hero while collecting 12 experience points. Heroes do seem to arrive faster in the '44 & '45 scenarios.

Enjoy it! The movement hero is probably the best one you can get on a Maus unit.

I´ve recently started a new (blind) playthrough of the Grand Campaign (Field Marshal) and trying to hero farm for real for the first time.

I´m currently in France, about halfway through the ´40 campaign and I`m getting a lot of (1st) inf heroes even though none have more than max 70 kills. Unfortunately almost all (9-10) are +1 attack and two are +2 defence.

Lots of arty and none of them have more kills and I´ve gotten 4-5 (1sr) heroes (also pretty bad ones - best ones are +1 or +2 defence).

All airunits (except my three strat bombers) also have (1st) heroes (also nothing good - but I did get 2 tac bombers with +1 move which I can´t figure out whether is ok or not).

When are a ones heroes too bad to continue and what do you guys typically have around 1940?

You're still at a stage where you should pick up experience and another first hero reasonably quickly and where green troops still have a good chance of survival.
In 1940/41 I'd ditch bombers with move or initiative and any artillery with spotting as first hero, and retire or ditch most other +1A/D units unless AA or AT where experience is very useful and is hard to collect. It's probably best to drop them gradually over a few scenarios rather than all at once so you don't lose too much experience in one go.

Early on I hero farm...I buy a lot of extra units and max them out in experience. Once maxed I use other units and as I get crappy first heroes I sell most of them.

Now I am about to start 1944 with 115 heroes on various units. Some have lousy heroes but the ones I use most have the best heroes. ;)
