Try Jonnie Nuutinen's 'Conflict - Series' on Android if you need a quality operational wargame for Tablet.

I am not sitting on the developer's lap, but my guess is that OoB is a quite greedy game demanding a lot of computer power. Also, this is a small market. So: I doubt it is technically possible without a massive effort and most likely not worth a few more sales. So probably not gonna happen.
