In a recent game my opponent had in his mind the thought that Initiative modifer was no longer applied for subsequent rolls if the net result of the first roll was a draw. It didn't say this in the rules but does just say 'roll again' if a draw so it could be inferred that indeed the modifier is not added.
We did work out that the idea may have come from BFE where Brits add +1 initialy and then do not for any rerolled draws.
Can any one confirm the situation please?

yup I wasn't sure whether after a drawn modified dice roll for pbi, the new rolls are added to the existing modified rolls, hence negating the modifier or whether the dice roll modifier was applied again, giving two bites at the cherry, as it were!
I have played using the modifiers to the first dice roll only but my opponent today had always played the other. Reading the rulebook, I am still not sure but think he may have been right!

Because it doesn't say re-roll and 'add the modifier'.
To my reading I agree with you, you have your modifier and add the roll to it, draws are re-rolled and hence you add the new roll to your still applicable modifier. But it would appear whiteknight's opponent and mine read it as add your modifier to the roll and draws are just re-rolled with no mention of adding the modifier.

I agree. I would simply re-roll using the existing modifiers. The rules don't say to exclude the modifiers so they should be used. I think the re-roll methodology is simply to alleviate the number of faces on a 6 sided dice.
