Weather effects and dust

Is it possible to add weather, poor visibility, and dust kicking up as effects in the game?

Rain/snow is already coded in the game if you add it to a scenario in the Editor

We considered adding dust during movement and combat but .. for reasons I can't fully remember .. we decided against it. It was most likely down to usability - obscuring on-map UI and unit textures. Performance - people where having enough trouble running the game on office computers .. adding a load of transluscent polys to every animated unit would only make it worse. And time .. I seem to remember it was dismissed early on and when we discussed it at a later date, most of the units had already been exported without the required emitter objects.
