Or maybe in as they have "chilled out" and are not really excited about this particular battle? They just want to go watch more episodes of "Friends"....

It isn't in the manual because it is specific to that one scenario, where Hannibal lured the Romans into crossing a freezing cold river on the morning of the battle, and hence they did not fight as well as normal because they were f**gging freezing.
