Submerged sub question

All,

How long can a sub stay submerged? I thought there were X turns where you had to come up but am watching a video and the guy just keeps moving his sub (not the max amount) and he is never surfacting.

AFAIK, this mechanism was changed for Kriegsmarine and has remained in effect since:
