Finish Blitzkrieg, Moscow Mission. (Or revert to a save)
In the campaign screen, click on the rider "Army" or "Core". Your forces should show up left. Upper left is a button, 'export core'.
Save your core.
Start Panzerkrieg. When asked at the start, click yes for import core. Select your saved Blitzkrieg core, enjoy.

The rider is in the map screen / campaign screen between (!) missions. You should also end up there after finishing Moscow.
Then there are three tabs bottom left, army, specialisations, difficulty. Clicking on army should open a tab on the left, upper left is then the export button.

Edit: Stuff is left, not right. Corrected.
