But you said you also had the same issue in SJ, which uses a very different codebase (and doesn't include any of the code for arrows that FoG2 does). 30-40% is about what I would expect with the game running, and doesn't seem to indicate any CPU-based problem.

Changing the memory use for your video card is unfortunately entirely system specific - it is likely a BIOS setting. But as I say it is just a guess.
