That BB King just gives me the blues. Get it? BB King George V? Blues? Never mind.

Yes, I was able to reproduce this phenomenon. The third empty target is over a plane that is not visible yet:

Concentrate on the LOS shown in this wider shot. Notice that the lighter, visible hexes are all to seaward, not over the land:

Now, without the land, here is how the beginning of the test scenario appears. Notice that the BB King has full LOS all around and already sees all three planes:

I don't know if this is intentional or not, that a ship cannot see as far over land as it can over sea. It makes sense, however. Therefore, the bug would be that a ship should not be able to target aircraft that it cannot see yet.
