Would the currency be the RPs or introduce a new kind of points? For example - HQ Points or Leader Points.

I also remember that the rather unknown Panzer Tactics HD offers such officer purchase system, as you can see below:

I prefer earning them by secondary objectives. That gives more motivation to do more stunts in scenarios.

Personally I would like to see ways to get more aircp and landcp points other than via specializations. Perhaps there could be secondary missions that could be completed that would award more CPs. That would most definitely make secondary missions more important.

I enjoy commanders purchasing them seems fine. Does the game have the ability to generate them randomly? But I still like to earn them in the secondary missions as well.

I think there are two ways of this.
1. First like wrote Eric: We can choose and buy a commander from the list and our decision make some randomise in our campaign
2. Another to make more Individual our campaign is a Random assignment of commanders to a greater extent such as in Panzer Corps Grand campaign..

I think random leader generation is better cause gamers always do the same thing as each other and use same leader if they can buy them. Random makes game more interesting.
Maybe have leaders generated by securing secondary objectives or achieving stipulated amounts of damage on enemy. And have connected campaigns so we can keep units and the leaders on them and give names to units and keep a tally of the kills meted out by the units so we have emotional attachment to the units like to a pet animal in real life. That's the first time in my life I ever used the term 'meted out'. I hope I did it right.
