DLCs vanished

So, I own every DLC and played all of them already, so i know they worked. When i wanted to continue a savegame today, it didn't load. After further research, only one savegame actually works, from the Africa Corps DLC.

When I tried to start a new campaign, all my DLCs were not active. When clicking on the icons it asked me "Do you want to buy and install the DLC?" Clicking on it sent me on the steam shop site.

As mentioned before, I already own all DLCs, they appear in my steam library. A quick File verification with stem didn't show any corrupted files. What can I do?

Are you running the Steam version?

Yes, I bought the base game, as well as all DLCs, via Steam. That means, I started the game over Steam. I tried starting it directly from the folder once, but the DLCs didn't show up as well. Meanwhile the folders with the DLC files still exist.

Check if Steam is connected online when you are playing the game.
Otherwise try playing the game on Steam's offline mode:

Ah, thanks. Offline mode works, all DLCs are active again, and the saves are loading again

Didn't see that discussion on steam, i would have tried the solution earlier.
