There is one old thread about modding in this forum, check the top one in the stickies.
But there is no manual about scenario/campaign/mod creation. I learned the basics checking official scenarios into the editor or opening campaign files.
Ask questions in this forum (do not use the 'Announce thread...) and you'll get some help.
