Is there a way to deploy airborne units on their aircraft at the start of a scenario?

(On second thought, you may not be talking about scenario editing. If you mean in the deployment stage of an existing scenario, no, I don't think so. Airborne troops must embark at an airfield.)

Yes, you can put the paras into a transport plane during the deployment phase for 20 RPs. Afterwards move the transport plane around the airfield's hexes. The plane may not be placed on any air-deployment zones though.

Do you get to keep the transport plane or is it 20 RPs per unit per scenario? That would not seem worth the cost.

Paras don't keep their transport plane like an attached land-transport. If they don't jump in the last scenario then the plane won't be taken over to the next scenario either. It's always 20 bucks for each lift - sometimes worth it, sometimes not.
I hope someday we can also airlift other equipment from airfield to airfield. A pity we can't modify variables like mine- and airlift-cost yet.

You can assign air transport to spawned regular units in the editor. They will then be able to land at airfields only.
I would love to assign air transport to a regular unit parked on an airfield, but only units that had an 'air-transportable' trait. This could be engineers and light AAs, ATs and artillery.
