Scrambling Specialization

I just attempted to purchase this in the marine DLC and while I had the points I was told that I lacked the required specialization. I currently have pilot rotation and flight school.

Does anyone know which one I am lacking?

Sounds like a bug. You should probably post a Screenshot. With that new update tool, this should get fixed really fast.

The problem with the Marines campaign is that the start date is set too late as 7/9/1942 in data.cmp. This ruins the requirement-lines of two specs:
Scrambling normally requires Magnetron Radar. Now comes to vanilla-bummer-bug: Radar_I (and Radar_II) doesn't support the marine_corps as faction, hence Scrambling isn't obtainable. Either it's necessary to remove Scrambling from the available list in the data.cmp file or add the marine_corps as faction for Radar_I in specialisations.csv.
