I mean, if 2 airplane have equal SA/HA (for example SA/HA= 12/9), but first airplane have class 8 (T.Bombers) and second airplane have class 9 (S.Bombers) so what difference wil be for this two airplane in action ?

May be the combat altitude.
T. bombers dive on the target while the S. bombers operate at high altitudes.
The targets and damage are not the same:
The T. bombers look for isolated units and the assault causes casualties (kills) whereas the S. Bombers mostly cause suppression.

Re: Differences between airplane class 8 and 9 ?
The main difference is that Tac bombers do normal attack damage but Strategic bombers do suppression damage.
Tac bombers also get -5 defence low altitude penalty from AA fire when attacking ground units (whether AA unit or passive defence from the target itself).
Strategic bombers don't get any penalty when attacking ground units but they also strip fuel and ammo; can strip enemy prestige from city victory hexes and neutralise flagged hexes. These effects are determined by the bomber efficiency, which is
(2 + experience stars) x strength. So a green 10 strength bomber has efficiency (2 + 0) x 10 = 20%, and a 4* bomber at 12 strength has (2 + 4) x 12 = 72% efficiency. The bomber attack stats have no effect on the efficiency. And remember that in cloudy weather only half the strength is counted.
Fuel and ammo is reduced by the bomber efficiency to a minimum of 1 ammo, or 1 move worth of fuel (unless already lower than this);
Prestige loss when bombing a city victory hex is half the efficiency rounded down. However, a victory hex can't be neutralised and you also don't strip prestige if it's not also a city. As many reinforcements are scripted, prestige reduction is probably best viewed as a nice bonus rather than a strategic objective. Strangely, if you have a friendly artillery or AA unit or a train in an enemy victory hex when you bomb it, the enemy loses prestige but your unit suffers no ill effects;
Neutralisation chance is half the efficiency rounded down. No units can be purchased at a neutralised hex until it has been held for two turns. The AI can still spawn scripted units even if the hex is neutralised, but it's a good way to remove the risk of annoying AI units popping up in unoccupied cities behind your lines at a critical moment and you get some experience for neutralising hexes. .
I think that's it.

It took a while to find:
http://www.slitherine.com/forum/viewtopic.php?t=62845
It includes percentage for direct attacks and indirect (artillery and strategic bomber) attacks.
