Jump Pack Infantry dont Jump

Shouldn't jump pack infantry be able to jump over terrain and enemy forces? Right now the Skyclaw Space Marines and Stormboyz Orks can only skim along the surface and they cannot jump over enemy units or high terrain. Seems like they should have a jump capability, even the "Hammer of Wrath" jump special attack rule when jumping (or charging!) into melee.

It would also be cool if they could be held in reserve and use a Deep Strike maneuver when first entering the map at the beginning of a turn. And hand flamers and plasma pistols as a possible wargear upgrade for them would be great too.

The Tau and Eldar benefit from "jet pack" equipped units which are even better than jump packs.
