Can any CP nation pay for that option? It seems that only Germany can pay the 20 PP. Man..!!! Where were devs on this kind of options..??

It's a Germany-only choice event. I plan to redo some events from Potzblitz that rely on randomness to the new choice format and add some new ones including:
- choice to not send the Goeben BC to the Med Sea and keep it in the Hochseeflotte instead
- choice to send dismantled German subs to the Adriatic via train
- choice to establish Congress Poland once all Russian troops have left Poland
- choice to offer Tsingtao to Japan thereby delaying the arrival of Anzac in Egypt since the German East Asian Squadron still has a port
- choice to not only cede Trento to Italy but Trieste too
etc.
Suggestions are as always welcome.

What would Poland's diplomatic leaning be?
Have never seen the Irish Rebellion event go into effect (German funded). If so, Would the Rebellion have a unit counter? ie, similar to the Arab Revolt counter.

In PotzBlitz the Irish Rebels are represented by an infantry in out of supply condition. If no CP warship helps with coastal bombardment the rebels are usually unable to overwhelm the small garrison in Dublin.

There could also be a decision regarding the level of blockade of the neutrals ( harsher blockade penalties for Germany, diplomatic penalties for the neutrals and USA)
I also think there could be a decision to cede Tunisia to Italy. Not likely to have happened at all in the historical context, but as a desperate means to offset AH concessions if Allied situations is particularly serious, it is plausible.
It would be nice to have some options on the Allied side too. What about, as the first obvious one I can think of, British choice to cede the promised battleships to Turkey? (There should be a corresponding option for Germany currently reflected in the Kaiser's Gold event)Suggestions are as always welcome.

Today added the "transfer" function for factions of the same alliance accessible via the diplomacy screen:
- any amount of PP or ammo can be shipped as long as a railroad connection exists between the involved nations capitals at the cost of a rail transport point of the sender (if the sender has no more rail points the point will be deducted from the receiver). Nations without capitals can't send nor receive via rail. Up to 25% of the cargo can be lost.
- If the target cannot be reached via rails then up to 10 PP or ammo can be shipped as long as the nations involved share a port in the same sea region (North Sea, Med Sea etc.) at the cost of a sea transport point. There is a chance for the shipment to be intercepted by enemy ships in the same region resulting in a complete loss. Only entente may use this option.
Also added a numeral value to show the nations alignment as I found the bar too vague.

A special button in the corner of the mini-map will indicate whether the North Sea blockade is in effect.

Not yet and that's the reason I'm not uploading it until I've done at least a couple of games with both sides. But even when I can't find any bugs I usually end up with several dozens of ideas of what can be further tweaked and the cycle repeats.

@Zombo: no, the button is just labeled ambiguously , I'll change it to "send" or "transfer" then. The "transfer" option will only be available to members of the same alliance.
To influence neutrals I was thinking of a new kind of resource, maybe called "political action points (short: "PAPs") or something like that, that allows to draw/trigger certain choice-events at a given time with favourable outcomes.
PAPs will be earned per turn for every faction in an alliance to go into a pool that any faction of the alliance can use once per turn to spend on playing events with the general topic of the event(s) being somewhat linked to the nation that drew them.
Players spend PAPs in the diplomacy screen to be able to either draw a random event at low cost or pick one of several events to choose from at a higher cost. The cost for each kind of draw should be high enough so that even a low-cost draw should not happen every turn. In order to keep certain nations from drawing too often the cost will rise for each individual nation every time. Choosing unhistoric options will be more expensive too. Events can't be kept for later and must be played or discarded right away.
Losing capitals or the surrender of nations will decrease the per-turn income of PAPs as will the annual morale survey taken at the start of the year and/or whether any nations have amassed too many collapse points.
I don't plan to link this mechanism too much to production in order not to favour the alliance with the biggest purse and want to avoid guaranteed ways for neutrals to become selectively targeted directly by having a "bribe nation" button or something like that.
That's the rough outline. Not sure whether this will work and even less sure whether my skills are enough to get this implemented at all.
