Russia has two capitals.

You must capture both Moscow and Perm to make Russia surrender.

Umm, wait, you're saying you have captured them both and the Russians still don't surrender? Sorry, "permanente" threw me off for a sec, you mean the city of Perm?

Thank you, I think that the problem is that you should conquer the two towns: moscu and permanent by the same army: germany or italy or finesh or rumanian...

It should not require this - are you sure you have both under your control at the same time? If the AI captured one back it woudl not surrender. Perm is teh city on teh edge of the screen, with a Capital marker like Moscow/London.
