German player purchasing French tanks?

Is this intended?
I thought enemy equipment was available (only) as objective rewards.

You may purchase following captured units with the Beutepanzer specialization:
Universal Carrier
Panhard 178
Hotchkiss H39
Somua S35

The most germane solution would be to use the French tanks but not to talk about it.

Except I was testing the first scenario in a '39 campaign, so the only specialization available was the default Tank School,

I tried a french tank and regretted it. Limited Replacements trait made it better off if I had just bought another Panzer iii.
