samurai with 10ap

This looks like a bug. All my samurai, infantry+cav, have only 10ap.
I'm seeing this on a battle of chungju multiplayer game.

This results from rate-limiting code preventing the samurai from forging ahead of their ashigaru in this and some other scenarios. You can assume that the C-in-C has issued strict orders that samurai should not advance ahead of ashigaru during the approach march. The movement restriction will disappear once any of the units in the command are within 5 squares of an enemy non-light unit.
