Cannot attach pilot to any unit

I cannot attach the pilot to any unit. Right-click does not work.
Can you please help me?

There is a bug with one specific commander, can't remember his name.
It has been mentioned in other posts so I guess it will be fixed in the next upgrade.

A scenario needs to be set up with events adding the specific commanders.

Thank you for helping Erik. Your last answer puzzled me though.
I think that I was too imprecise in my description. I'm playing OoB U.S. Pacific and the pilot "Jason Ward" showed up in the Coral Sea scenario, but I cannot attach him to any of the air units. Maybe I'm doing sth. wrong, maybe it's a bug. Now I'm in the Midway scenario and I still can't attach him (I click the commander, then I right-click a "highlighted" unit and hear a sound like plop-shuffle-plop, like moving a chair around, but nothing happens).
Am I doing it wrong?
Will he block any future commanders as long as he is in the queue?

There's a problem/bug with that specific commander.

And to my other question: there is no queue, at least not a fifo one, because on midway I got another commander, that I could assign. Ward still hangs on the screen. Looking forward to the next patch.
