What setting gives a tooltip for terrain type and effect?

What setting gives a tooltip for terrain type and effect?

A few terrain features are obvious, but some are subtle and it can be hard to figure out what you are getting into. I don't remember this as an issue in the original game. Is there a settings file or some other way to have a tooltip reading on what the terrain is?
