Using the A Bomb

Are their any in game consequences or effects of using the A Bomb in Downfall. For example, do my troops lose prestige, or movement points or suffer any effectiveness loss if I decided to use Fat Man on an enemy city? I recall somewhere that there was but I am under the impression that there isn't. In reflecting on the actual Atomic Bomb drops, US forces suffered no morale or effectiveness loss whatsoever, not even the home front was against it. In Downfall however, US troops are already on Japanese soil - and I am not sure if (in game) they would be prevented from entering the blast area (i.e. movement restriction).

I used it once. It destroys everything within a few hexes, so I ended up bombing my own troops. I don't recall any movement restriction after that though.

I surrounded the emperor's palace and then dropped an atom bomb on him and his elite guards. A good time was had by all. Next turn my Marines walked in unopposed and ended the war.

I'm just now getting into OOB. Is it only the Allied side that will have the option for the bomb?
