Save failed

I recently returned to the game after a year or so away. Running Win 7, v. 1.26 on a 3 yr old laptop. No matter what I play I get Save failed when I try to save. I tried deleting the game from Steam, and re-downloading. I even manually deleted the folders under my games/panzer corps before reinstalling. But still, I get Save failed.
What could be the issue?

permissions maybe, run as admin to try on the game exe, then see if it works for you, good luck, repost / reply if it doesn't
