I want to play on the laptop and I become the message
"Your IP Adress ist locked out for 10 minutes" Servor error...What`s that?

But can still play with Ios! Explain me what s happens?

could be something as simple as a bad connection or your IP or S/N has already been logged in online once already in 10 mins etc on once device
