I notice the partisan counter for this is not moving from 0 at all. I assume it must be bugged. Is the objective itself bugged as well?

The counter is bug but not the achievement. You will get the tick once you kill all 7.

It's a hard campaign by the way if you do the kamikaze difficulty.

You may find that, if you reload the save, the counter will update.
