I take it all the "minor" powers like Rumania et all get the German tech, only on generation behind.
Italy does not get this benefit. Italy's resources are also limited. Is there any point in spending on research for Italy? Or should you just buy infantry, or mech, to overrun Africa?
Any Reason to Invest in Research as Italy?

I would say if you are starting in 1939, then yes. If you jam heavy on the tech from the start, and target it cleverly, you can make the Italians quite useful by war's end.
I agree General and Infantry are good places to start.
Mark, you seem to be asking a lot of rather cynical questions here, "is it worth doing this and that?", and the answer to all of them is, maybe.
Nothing is worthless; under some certain circumstances or with certain strategies, every possible avenue can be worthwhile.

The best reason to buy tech for Italy. To keep it "competitive" as the war goes on. The greater the tech differences between the opposing side, the worse the lower tech troops do.
Something I do to prop up Italy is to give it as much of the various conquests as possible. Yugoslavia (5PP), Greece (5PP), Sweden (7PP), a few Russian cities. If you can take Egypt (3PP), Syria (2PP), Iraq (7PP plus oil) and Persia (10PP plus oil), Italy will be in much better shape and the Axis oil shortages should be under control. Now, many of these "conquests" come from having an Italian corps take over the city after German units clobber the opposition, but Germany usually has enough PP that it can afford to "lose" a few PP to prop up Italy.

I always go for general research and infantry. then I build as many mechanized troops as possible to be able to make rapid advances through Africa (to get the oil) and usually station a mech army of two inf and three mech inf adjacent to army group center in russia. I think that is the best use of Italian capacity.
