Core Units Do Not Transfer to the Next Campaign

O.K.

I have Panzer Corps and the 39,40 and 41 Campaigns

So far I have made it through 39 and 40 BUT when I transfer to the 41 Campaign my corp units do not transfer well not all of them , I get like a few planes from my Luftwaffe

Is this a bug or how can I fix it please
