Pursuers contacting fresh (?) enemy

A unit of Knights charges two cavlary unit in a single lines, both cavalry evade. One of the evaders roles low on the VMD and is caught then broken in Impact by the Knights. The broken unit then routs further than it's friend initial evade move. The charging unit pusues and would catch the 2nd evading unit.

Does the 2nd evador get a second evade MVD move as a fresh enemy or is it caught as having only one evade move per phase?

My understanding is units can evade once per phase. So the second BG is caught and fights during the impact phase.

BHGS tournament clarifications:

"Can a BG evade more than once during a phase? Normally not - no. But a BG that has evaded from a charge during the Impact Phase, may evade again as a response to an initial pursuit move that would contact it. In our view this is expressly permitted by the rules for Routers and Pursuers - see page 117 for the specific paragraphs."

In essence, p117 says you can evade from pursuers.
