I have tried to play the game from the campaign map save (the "Briefing" file) as well and the issue is still present. I have now also purchased US Marines DLC and tried again, but that didn't help. So, I reinstalled the game and tried once more, but the issue is still there.
Maybe we can try this workaround:
- please load the game from the "Briefing" savegame file (this is the campaign map file)
- start the next scenario
- make a new savegame file in the deployment phase
- post this new savegame file here so I can try it out
This might help if the issue is that my game keeps creating the scenario from the old version of the map.

Also Mojko, could you navigate to this path of your installation of OOB/MS:
..\Order of Battle - Pacific_Data\Content\Campaigns\3SinoJapWar\Scenarios\Chongqing1940
and look for the file "scenario.scz" in there? Pls. attach it here for us to investigate whether there's anything wrong with it.

In fact the file is not correct - I'm not sure yet about the exact reasons, since others do have the correct one, but we'll find out.
In the meantime: if you're not opposed to play with a beta you can dl the v239b from here:

This should also have the correct version of this scenario. So you should be able to use your pre-Chongqing campaign save to continue with this.
If you don't like betas, but also don't want to wait for the next "full" patch I'd offer to post the correct scenario file as some kind of quickfix.

I'm fine with beta hotfix. I have applied it just now and quickly tried to pass 10 turns. It seem the special unit did not escape, so it seems to work fine.
