German Subs Stuck in the Baltic?

Are German subs built (deployed) at Kiel and/or Konigsberg permanently stuck in the Baltic? I can't get mine out.

Or do I need to take Denmark to open up the straits?

Never mind, I answered my own question. Conquered Denmark, and suddenly I could get out.
