Morning Sun Jiangxi Province secondary

One of the Secondary Objectives is to ensure that all 3 supply trucks reach their destination.

Two trucks are introduced during the scenario; one is on-board at the start, near the supply dump.

My problem is that this on-board unit is never activated (by the AI) and I am therefore unable to achieve this objective and gain the necessary (much-needed) 100 points.
I have played this scenario to conclusion and this unit remains resolutely holding.

Is this a bug - or is there some unknown trigger mechanism ?
