Transports

I captured Holland and now want to transport units from the seaport to invade England. Some units will load from the city but my unit with a commander attached never gets the load button no matter which tile I place it on around the seaport. Why is that?

Garrison cannot sea transport.

the unit with the commander attached is a corp not a garrison unit.

You were correct. It was a garrison unit. Thanks for the quick reply.
