How to use the medic?

I can't figure out how to use the mobile field medic unit? I park next to a unit that has not fought or moved and it still does not activate the special trait of the adjacent medical jeep.

I admit to not having used before, but...
I believe that neither the jeep or the other may have moved, attacked or been under attacke the previous turn.
At least these are rules for the support ship when it attempts to repair another ship.

I think I did it where neither moved and were not engaged in battle. Not obvious how to do this, but I'll check again.
