At what date unit caps increase?

At what date unit caps increase?

I have always thought, that unit limits (tank, mech, etc) increase when year changes, but looks like it happens in October or November instead. If anyone here knows precise date, can you share please?

Unit build limit = year base + (Industry level + (2/3 x Org Level))
