OoB: Pacific is an outstanding design with great opportunities for expansion. Here are some scenario suggestions based on the historic mindsets:

War Outbreak: Throughout the 1930's, both sides assumed the war would begin with an attack on the Philippines, followed by what the Japanese called "The Decisive Battle" -- A mid-Pacific slugfest between both navies. It would be an easy scenario for someone to design.

Yamamoto's surprise attack on Pearl Harbor changed all that. However, the Americans were also concerned about a surprise attack on the Panama Canal, which could have been more devastating in the long run, since all active American shipyards were on the east coast -- along with most on-hand assets (eg, the USS Hornet). A Panama Canal attack could have involved either surprise aerial bombing of the locks or an actual occupation of the area.

In fact, the I-400 class of aircraft carrier submarines (18 planned, 3 completed 1943-1945, each carrying 3 Seiran floatplanes) was specifically designed to carry out a Panama raid later in the war.

Strategically, the opening campaign map could be followed by a Japanese choice between 3 possible opening scenarios: Pearl Harbor, a Leyte invasion / Decisive Battle, or a Panama attack / Decisive Battle. ...Or maybe even a Pearl Harbor / Panama combined attack. Naturally, each opening would have a unique impact on available resources for subsequent campaign scenarios.

Opening choices like these would add a lot of uncertainty to the game -- historically accurate and interesting for the gamer.
