Should oil pumps be affected by supply?

I think yes but Im a little afraid to tilt the balance in the scenario...I mean that the goal of scenario can be focuse on OIL PUMPS....

This is one of my custom scenario, one secondary objective is to destroy an oil pump.
But I wonder if this unit gets more brittle as the supply dwindles.
It can't move or actually fight back...
So what is the supply effect?
Looks like a small oversight to me. No big deal probably.

Aa ok. It is custom scenario. It is cool idea. I like it. I think that the smaller number of couses lower supplies. Maybe the engineers or some special TECH unit can repair OIL PUMP during a few rounds? for example 1 point per turn
