Single player on PC will not start
I originally purchased the stand alone PC version and had significant problems with crashes. In an effort to solve the problem, I downloaded the Steam version. I now cannot get the game to start at all, even after reinstalling several times.

please make sure all game pre requisite are installed with the game, even if you think or fully know there are already installed, it will only over write, and it may be that you have a older or newer version of these where as the game in question may need a certain version.

Delete the folder named "Settings" at:
...\Documents\My Games\Order of Battle - Pacific
...\Documents\My Games\Order of Battle - Pacific

I uninstalled on both Steam and Windows, then manually deleted every remaining folder that related to OOB Pacific. I then reinstalled from Steam. No change. When I start in Steam then hit Play OOB Pacific from the splash screen, nothing happens.
However, when I run by directly clicking on the OOB-Pacific.exe file in my Steamapps/common/Order of Battle Pacific folder, it now seems to be running fine. Likely a permissions problem now. I will just run from C:

Thanks - and now to my next problem. Now that I have the game running, it is causing my pc to shut down with no notice after about 10-15 minutes of play. No crash, no error message, just an instant power off.
No other game does this, and I have not had this problem before. Have others had this problem?

lets us have a look at your spec
How to get a DxDiag report file:
1. Click on "START" (on Windows 8 press “Windows key” and the “R” key at the same time)
2. Click "run" (skip this step on Windows
3. Type in "dxdiag" and click "OK"
4. Check through the tabs and perform all tests
5. Click "Save all Information..." and save the text file to a location of your choice
as that sounds like a overheating issue, not game related and first anyone mentioned it to my knowledge

Shutting down is usually related with an hardware problem.
Like Zak told, maybe it's overheating... check the CPU fans and the graphic card and remove all dust.

I have a NVIDIA GeForce 960 GTX card and this game even makes it overheat and shutdown without warning. I had to put a floor fan in front of the PC to help cool it down.

the game tbh isn't high end, if the card is overheating it's dust rather than the game pushing it to be very honest, some Nvidia cards do run hot with some drivers, while others are very cool, so a good clean and check fan program is running correctly is always needed if there's any issues, HFC Free Air Duster is what i use, turn system off, switch off at plug but leave plug in wall socket for a earth, carefully undo card and take out and clean with air can, then replace and screw back in place, cover back on and turn on and check fan program and look at card temps at idle and when used
