My opinions for your entertainment.
1] Leave it open.
2] Matching "scary" mounted to Warrior will make some armies difficult to field unless you open the date range (Korean for instance). Personally I think 12 bases is sufficient. It needs to be phrased as "Battle Mounted" to cover all eventualities. LH is a delicate balance; sure they get the +1 in Impact but then only half dice (with possibly an advantage but maybe on evens) and often they will be overlapped at double+in Melee. Against well played Warriors it would be buttock clenching time to go in!
3] Both books let people have a go with what they have or fancy: Wokou Pirates anybody?

Suggestion. Keep the dates as originally proposed (or even extend them if you wish) but make it as follows:
Armies with no more than 10 bases of mounted and/or Firearms - 800 points
Armies with more than 10 bases of Firearms - 750 points
Armies with more more than 10 bases of mounted - 700 points.
How does that sound?

The only issue with 12 cav limit is that armies like Tibetan has a 16 cav minima...
But if they are not included it's no great loss to the warrior armies!

Yep I did not check things like Tibetan. Still we have had a number of recent Mounted heavy comps so a tribal mostly Warrior style comp would be a nice change.
