After i completed the japanese scenario in the java sea and started the next scenario.
I get the red line filling up completely( underneath the loading tips).
I can press continue, but nothing happens....

User DPI Setting: 120 DPI (125 percent)
please change this back to 100% and retry the game
also can you please update the sound and vga drivers for your pc?

as both are too old / out of date
add the exe of the game to your Anti Virus and firewall program, to make sure check the logs.
That usually means a 3rd party program, like an Internet security programs, is interfering with the game or update installation.
run the game from a admin account and use full admin permissions.
please make sure all game pre requisite are installed with the game, even if you think or fully know there are already installed, it will only over write, and it may be that you have a older or newer version of these where as the game in question may need a certain version.
please change this back to 100% and retry the game
also can you please update the sound and vga drivers for your pc?

then retry game, try and start a new one or if you have a save before the last one that gave you the issue then please also try that just in case the last save is or has got corrupted in anyway

I was able to download and continue any of your saved games, so the issue could be related with a corrupted installtion like zak told.
Try his suggestion for verifying the integrity of the game cache.
If it fails uninstall the game and try installing in a different folder than "C:\Program Files (x86)\Steam...", like for example "C:\Games\Steam\...".
For on how to add Steam library folders check the guide presented on the page below:
