Two minor bugs

Hi,

1)The German Siegfried counter only has one step when it should have two. The unit has the numerical values of the front side correct but shows it as only a one step unit. It functions as a one step unit in the game so it is not just a display issue.

2)The front/side armor values of the German Panther tank (in the US rogue campaign) appear to be reversed. I noticed this when shooting at the tank with both Oddball and Bazookas.
