Can MP Players be Handicapped?

A friend and I are going to play a non-cooperative game soon, and I was wondering if each player can have an individual difficulty level set. He might need a small bonus, or myself a small penalty.

There's no official mechanism to support this. You could maybe agree to hold back a certain number of requisition points?

I realize your resources are limited, but this is kind of important for the future. Perhaps keeping an ELO ranking for players? Steam keeps achievements, I guess you have nothing on non-steam single player. At least a MP stat count would help. Perhaps this could be part of skirmish mode MP?
