cavalry charging across mountains & old forest?

It surely can't be right that mounted cavalry and knights can charge with the normal 1 bonus to Attack per hex across mountains and thick forest. It'd be better if the charge bonus didn't work across those terrain types (in fact they should also get penalties on them), and if cavalry's movement costs to cross very rough terrain hexes were doubled.

It doesn't make sense that they can move at the same speed across any type of terrain - medieval cavalry could not charge up mountains, nor could riders in fairly close formation (or even loose formation) charge through thick forest without crashing into trees or getting battered off their horses by branches.

The only cavalry that should be able to charge through forest should be elves - and the only ones that can charge across mountains should be orc wolf riders imo.
