Impact Q

I read that you can only ever fight with the same number of bases in the impact phase is this right? why?

e.g I have 4 bases in contact ,the other player has 3 bases in contact so we use the lower (3 bases) and both fight with 3 bases each in the impact phase.

Correct, if one side has more bases in contact that side gets to choose which bases fight but both sides always fight with the same number of bases.

The reason is to stop people working clever charges at funny angles to to get extra bases fighting at impact which has been a particularly silly and gamey feature of other rulesets.
