INCONSISTANT FIRST TURN OF INVASION RAIL RULES

I was playing a game as allies and decided to invade Greece so I could bomb Ploesti. I landed to mech corps with +1 leaders and hit Athens with 1 STR 1 TAC and 2 BBs for good measure. This being the british in 41 they failed to take it. I also landed near Salonika to defend against counterattack. I felt ok cuz of course the greek rail doesn't work on the first turn of an invasion.
I was wrong, it seems that's only if Germany invades.The greek invasion was of course a disaster as a result.
So I hotseated the issue. Same goes for Sweden, Norway, Yugo and Turkey - probably Belgium and Holland too but I didn't check since they never survive anyway. No rail if the Germans invade, Rail if the Allies do.
Spains rail system works if the Nazis invade, but not if the allies do.

NO WAY should there be this kind of inconsistent approach. In future I will insist that the no rail on the first turn of invasion be applied to ALL invasions of minor countries, regardless of who invades and regardless if the computer will let you do it or not.

The rail capability rules work a bit differently.

What happens in the game is that when you DOW a country during fair weather then the country capital can't provide rail supply during the first turn the country is at war. If the country can't trace rail supply from another friendly country at war then the units can't rail.

This happens to Poland on turn 1 since no friendly countries border Poland. It happens to Denmark and Norway to when Germany attacks these countries. If the Allies attack Norway then the Axis can't rail on turn 1, but they can rail in Denmark since Denmark can get rail supply from adjacent friendly Germany.

The situation with Greece is that when the Germans attack then Greece doesn't have a friendly adjacent country providing rail supply. So the Greek units can't rail on turn 1. If the Allies attack Greece then most likely the Axis have control of Yugoslavia or Bulgaria / Romania. Then Germany can provide rail supply to the Greeks. If the Allies had attacked prior to Bulgaria joining the Axis then Greece would get no rail supply.

This rule has been in GS since the very first version without people noticing anything bad about the rule.
