Torpedo bombers not blocked by escorts. Intentional?

Submarines cannot fire a torpedo at a target if another ship is in the way. Makes sense.

But torpedo bombers can. A torp bomber can fly over a 'blocker' and still fire successfully. Even if the blocking ship is firing AA at them. So there's no point in shielding ships into convoys against torpedo bombers.

Subs are already pretty weak compared to bombers because a sub will only hurt 0-2 hit points and then takes 4 turns to reload.

Was it intentional to make torp bombers immune from blocking escorts?
