Principate Roman List Question

In the Principate Roman lists it says

"The maximum number of bases of cavalry, light horse and cataphracts
graded as superior is 4 before 260 AD, 8 from 260 AD. These represent
alae millaria or other elite units."

Does this limit apply to allies? (e.g. Sarmatians who are allowed 0-12 bases )
